La strate STATU_ADMINISTRATIVE_ZONAL représente les limites administratives du port du Havre. Il existe une délimitation administrative pour chaque port du côté de la mer ou du côté des terres en application de l\u2019article R. 5311-1 du code des ports maritimes. En principe (sauf cas très rares), les limites administratives coïncident avec le périmètre du domaine public portuaire. Les limites administratives sont établies par le préfet pour les ports relevant de la compétence de l\u2019Etat et par l\u2019organe délibérant des collectivités territoriales ou de leurs groupements compétents pour les ports décentralisés. C\u2019est à l\u2019intérieur des limites administratives du port maritime que s\u2019applique le règlement général de police des ports (police de la capitainerie sur le plan d\u2019eau et les bords à quai, police des matières dangereuses\u2026) en application de l\u2019article L.5331-1 du code des transports. Ainsi l\u2019autorité portuaire y exerce la police d\u2019exploitation du port (attribution des postes à quai et l\u2019occupation des terre-pleins\u2026) et la police de la conservation du domaine public portuaire (art L.5331-7). En tant qu\u2019autorité investie du pouvoir de police portuaire, elle exerce la police des plans d\u2019eau (organisation des entrées, sorties et mouvements des navires, bateaux ou autres engins
